About WCPAAA The Wheeling Citizens Police Academy Alumni Association (WCPAAA) consists of graduates of the Wheeling Citizens’ Police Academy… a program which was designed by the Wheeling Police Department to provide Wheeling, Illinois residents, in a classroom setting, with first-hand information about how the police department works. The program increases understanding between citizens and the police through education, acquainting citizens with law enforcement’s role in the criminal justice system, and providing increased understanding of the tasks police officers face in their daily work. With better understanding, it becomes easier for police and citizens to find realistic solutions to neighborhood problems. Citizens Police Academy The Academy is open to all residents of Wheeling over the age of eighteen and affords them an inside look at how their police department operates. The course runs for ten consecutive weeks, one night a week from 7:00 p.m. to 9:30 p.m. and culminates with a graduation ceremony.
